ERC was contracted to perform TSCA-regulated PCB remediation at Buckeye Steel Station, coordinating scope, contract reviews, and a transition meeting ahead of field execution. To improve cost efficiency, ERC recommended processing PCB-impacted concrete to <2.5 inches prior to loadout; this approach saved the client roughly 25% compared with alternative handling methods. Field activities included mobilization/demobilization; concrete processing with a pulverizer to <2.5 inches; excavation and loadout of approximately 600 tons of PCB-impacted soil and concrete; and transportation/disposal at a client-approved Subtitle C disposal facility. ERC then backfilled with ODOT 304 aggregate and compacted per field direction, maintaining compliance with TSCA requirements throughout. We aligned on schedule and unit-rate assumptions through change-order approvals and day-by-day production planning, keeping the work on track while preserving regulatory and documentation rigor.
