Former Fuel Station Petroleum Soil Remediation & Site Restoration

East Cleveland, Ohio | Petroleum Soil Excavation | UST Release Cleanup | BUSTR Corrective Action | Asphalt Restoration

Environmental Remediation Contractor (ERC) served as the prime contractor for petroleum soil remediation at a former fuel station in East Cleveland, Ohio.

A historic underground storage tank (UST) release had left petroleum-impacted soil above Ohio BUSTR action levels across parts of the property. The cleanup had to happen on an active, paved commercial site, working around existing underground utilities.

ERC excavated and disposed of impacted soil from five target areas, backfilled with clean material, rebuilt the pavement, and returned the property to full use.

Project at a Glance

  • Location: East Cleveland, Ohio
  • Client: Global engineering and environmental consulting firm, on behalf of a major energy company
  • Prime Contractor: Environmental Remediation Contractor (ERC)
  • Regulatory Program: Ohio BUSTR corrective action
  • Contract Value: over $265,000 (including change orders)

Key Project Results

  • 2,294 tons of petroleum-impacted soil excavated and disposed
  • 5 target excavation areas completed
  • Excavation depths of approximately 6 to 10 feet
  • 2,460 tons of clean backfill imported and compacted
  • 540 tons of ODOT #304 aggregate installed
  • 14,811 sq ft of asphalt pavement replaced and restriped
  • Site returned to full commercial use

What Was the Environmental Problem at This Former Fuel Station?

The property had a history of petroleum contamination from a leaking underground storage tank. Several investigations confirmed soil contamination above Ohio BUSTR residential and non-residential action levels in parts of the site.

Contaminants of concern included benzene, xylenes, 1,2,4-trimethylbenzene, polycyclic aromatic hydrocarbons (PAHs), and petroleum hydrocarbons.

How Is Petroleum-Contaminated Soil Removed From a Former Gas Station?

The most direct remedy is targeted excavation and off-site disposal. That was the remedy selected here.

Working with the project’s environmental consultant, ERC excavated impacted soil from five defined areas mapped during site characterization. Excavations reached depths of about 6 to 10 feet. The soil was loaded and hauled to approved disposal facilities, and temporary protection measures kept the work area safe throughout.

How Did ERC Work Around Utilities on an Active Commercial Site?

The site stayed paved and in commercial use, with existing underground utilities running through it.

ERC coordinated closely around those utilities, kept the work area protected, and handled change-order conditions as they came up in the field, keeping both safety and production on track.

How Was the Site Restored After Excavation?

ERC filled the excavations with 2,460 tons of clean imported backfill, compacted in place, and installed 540 tons of ODOT #304 aggregate to rebuild the base.

Then about 14,811 square feet of asphalt pavement was replaced and restriped, putting the property back to its original working condition.

What Is Ohio BUSTR Corrective Action?

Ohio BUSTR (Bureau of Underground Storage Tank Regulations) oversees cleanup of petroleum releases from underground storage tanks. When soil contamination exceeds BUSTR action levels, a corrective action, such as excavation and disposal, is required to bring the site into compliance.

ERC completed this project in line with Ohio BUSTR corrective action requirements, supporting the owner’s long-term environmental compliance goals.

Why Was This Project Complex?

ERC had to manage several conditions at once:

  • Multiple petroleum contaminants above BUSTR action levels
  • Five separate excavation areas
  • Excavations up to about 10 feet deep
  • Existing underground utilities
  • An active, paved commercial property
  • Change-order work found during construction
  • Full pavement reconstruction and restriping
